Purpose: Used to add or
remove people to channel

*Disable will not delete the
access but will prevent them
from having the privileges
of the access. In other
words they can not longer op

AKICK
Purpose: Used to add del or
remove akicks. Any user that
joins will automatically be
kicked if they match the
akick mask
